Mansion House 2026: UK Finance letter to HM Treasury

Ahead of the Chancellor’s Mansion House speech on 14 July 2026, UK Finance has submitted a range of proposals designed to support delivery of the Plan for Growth: From Strategy to Delivery and support implementation of the Government’s Leeds Reforms.

The 2025 speech was accompanied with the launch of the Government’s Financial Services and Competitiveness Strategy (or ‘Leeds Reforms’). This ambitious agenda is strongly supported by UK Finance, and we look forward to continued engagement in the year ahead.

UK Finance’s recent report, Plan for Growth: From Strategy to Delivery is grounded in the Leeds Reforms package and sets out nine Growth Enablers – key reforms that will do most to support the government’s wider agenda for economic renewal and regional growth.

Indeed, this agenda is already producing results. Mortgage rules have been reformed, with 391,000 first time buyers helped onto the housing ladder in 2025, an increase of almost 18% in a single year. This shows clearly that when reform is delivered, the financial sector responds and people and businesses feel the difference.

A stronger financial system and a growing economy reinforce each other – a relationship that the reform agenda recognises clearly. Realising the gains of reform requires sequenced, accountable action. The Financial Services and Markets Bill is a key step, and Mansion House is another opportunity to demonstrate that the focus has shifted to delivery.
