The Economic Crime Congress 2025 – Collaboration in Action brings together leaders from government, industry and civil society to turn partnership into progress. Ben Trim is Head of Group Financial Crime Public Policy at HSBC. In the UK, Ben has worked closely with industry partners and the Government to development a closer partnership to meet these objectives. Ben is the chair of the UK Finance Money Laundering Advisory Panel, and a member of the UK Government's Public Private Steering Group - so has a deep understanding of the UK's Economic Crime Plan. Prior to HSBC, Ben spent over 12 years working in the centre of the UK Government. His last post was as Deputy Director for Foreign Policy in the National Security Secretariat. In this role, Ben provided strategic guidance to the Foreign Policy Team; delivering the Prime Minister's and National Security Council's (NSC) priorities. He also led work to embed and develop the NSC policies on prosperity and global growth. Ben's previous roles in Government include Head of the Ebola Unit within the NSS, and positions in the Foreign Office (leading counter-terrorism strategy) and the Prime Minister's Office (Prime Minister's Questions).

Lord Hanson of Flint OBE was appointed Minister of State for the Home Office on 9 July 2024. He has previously served as the MP for Delyn from 1992 to 2019. Lord Hanson held a number of different positions whilst serving as an MP. He was a member of the Welsh Affairs Select Committee from 1992 until he joined the Public Accounts Committee in 1996.He became the Parliamentary Private Secretary (PPS) to the Chief Secretary to the Treasury in 1997 and became Assistant Government Whip in 1998. He was promoted in 1999 on his appointment as the Parliamentary Under-Secretary of State at the Wales Office. Following the 2001 general election he became the PPS to Prime Minister Tony Blair.

Lord Hanson served as Minister of State at the Northern Ireland Office from the 2005 election until May 2007. He was Minister of State at the Ministry of Justice from May 2007 until June 2009. On 21 February 2007 he was appointed to the Privy Council. He was also Minister of State for Security, Counter-Terrorism, Crime and Policing at the Home Office from 8 June 2009 until the 2010 general election.

As Minister of State at the Home Office, Lord Hanson’s responsibilities are fraud policy, finance, corporate and delivery, science and technology, Overseas Territories, Union Devolution, all Home Office business across the missions in the Lords and public appointments, sponsorship and inquiries.

James joined the NCA as Director General Threats in June 2023. In this role he is responsible for leading the whole-of-system operational response to serious and organised crime (SOC), with NCA coordinating contributions from policing and other national agencies. The focus is on reducing crime and harms, through investigative disruption and also collaboration with the finance and tech industry to design out crime.   

Immediately before joining NCA James established and led the UK National Cyber Force, a partnership between Defence and the intelligence agencies.  He is committed to strengthening public discourse on intelligence and cyber matters; National Cyber Force: Responsible Cyber Power in Practice, published in April 2023, sets out how principles of responsible state behaviour apply to offensive cyber operations. Working alongside the Insurance Fraud Bureau and the Insurance Fraud Enforcement Department, he is responsible for the implementation and oversight of major counter-fraud insurance  initiatives. He is a member of the UK General Insurance Fraud Committee, a key part of the industry’s counter fraud governance infrastructure. He sat on the former UK government’s Insurance Fraud Taskforce and is working closely with the current government to develop its ‘enhanced’ fraud strategy that will be published before the end of 2025. He was instrumental in developing the Insurance Sector Fraud Charter, published in October 2024, which contains a series of private and public sector commitments to make the UK more resilient to insurance fraud. Throughout 2024, he served as the inaugural chair of Modern Insurance Magazine’s Fraud Board.

Mark is also responsible for developing policy on broader financial crime issues and sits on the UK government’s Public-Private Steering Group which is overseeing implementation of the Economic Crime Plan 2. Working with NaVCIS, he is also currently leading the development of a port recovery scheme for vehicles stolen from the UK.

Nick worked in UK law enforcement for over 30 years and led several significant operations with partner agencies around the world into organised crime threats against the UK. He has significant experience in leading complex multi-national investigations and working with public and private bodies to develop effective strategies to reduce and tackle the harm caused by organised crime activity - in particular building effective public-private partnerships and taskforce models.

In 2008, Nick was posted to the British Embassy, Washington DC. At Lloyd’s, Nigel works in Economic Crime Prevention and leads intelligence and investigation teams responsible for identifying and mitigating the threats from criminals and terrorists.  The FIU works in partnership across the industry and with Law Enforcement to protect customers, communities and the UK from Economic Crime risks.   Nigel leads on information sharing and is member of the UK Finance Intelligence and Information (I&I) Committee and a member of the UK’s Public Private Operating Board (PPOB).

Zia Ullah is Co-Global Head of Corporate Crime and Investigations at Eversheds Sutherland and a Board Member of Eversheds Sutherland (International) LLP. Zia is a globally recognised specialist in International Sanctions and has led multiple cross-border sanctions investigations. He advises on all aspects of corporate/financial crime and was previously the Global Head of Sanctions at Barclays. Zia is a current FCA ‘Skilled Person’ for Financial Crime.

Zia and his team have provided strategic advice to over 100 global institutions with respect to the legal, regulatory and commercial issues arising from the expansion of UK, EU and US sanctions against Russia following Russia’s invasion of Ukraine in February 2022. His team has also advised on the impact on sanctions compliance frameworks, divestment activity in Russia, the application of exemptions and licences, and the reporting requirements in light of potential breaches of sanctions.

Zia and Victoria Turner co-authored a chapter for Global Investigations Review’s first ever book on sanctions compliance - “The Guide to Sanctions” – Zia’s team also publishes the only global guide on international sanctions setting out details on over 70 jurisdictions sanctions compliance requirements. Zia’s team also created the Global Sanctions Tool which won Best Client Innovation at the British Legal Awards 2024 and nominated in the same category at The Lawyer Awards 2024.

Zia is co-chair of the UK Finance Associate Members’ Sanctions Committee and is also a member of HM Treasury’s Senior Implementation Group, a body comprised of all government departments with responsibility for the UK’s sanctions regime. Zia is also a committee member at the Fraud Lawyers’ Association.

Zia is ranked in Band 1 of Chambers for Financial Sanctions, is ranked in the Global Elite in Who’s Who Legal for sanctions and recommended for business crime and asset recovery. Zia was included in the Lawyer’s Hot 100 for 2023.
