Charles has over 25 years financial services experience and joined UK Finance in August 2020. As Director of Mortgages he has overall responsibility for delivering the mortgage policy work of UK Finance.
Prior to joining UK Finance, Charles was Executive Director and Chief Risk Officer at The Nottingham Building Society where he was accountable for designing and implementing the Society’s risk strategy and framework. Charles brings with him a wealth of experience including time as a director in the Regulatory Financial Services Practice at Grant Thornton LLP and 11 years regulation and compliance experience at the FCA. Whilst at the FCA, Charles was Head of Department for the mortgage sector, where he developed the FCA’s approach to the supervision of the UK mortgage market and oversaw the implementation of both the Mortgage Market Review and Mortgage Credit Directive.

Jennie Bibbings has worked in social policy since 2002, having previously been a senior reporter on several newspapers, including the Wales On Sunday. Since then she has led successful public campaigns on homelessness, tenancy reform, private tenants’ rights and social housing supply.
As Head of Campaigns at Shelter Cymru, Jennie leads the charity’s external affairs including lobbying, communications, media, education, training, policy and research, and public campaigns. She has been closely involved in the development of the Housing (Wales) Act 2014 and the Renting Homes (Wales) Act 2016.

Shelter Cymru is Wales’s national homelessness charity, founded on the belief that everyone has the right to a safe place to call ‘home’.
Each year, we help thousands of people who are affected by the housing emergency, across every local authority in Wales, by offering free, confidential and independent advice and support. We also campaign to defend the right to a safe home and fight the devastating impact the housing emergency has on people and society.
We provide specialist legal advice, information and support through our national telephone helpline, online, and face-to-face advice surgeries in communities around Wales. Last year we helped almost 18,000 people who were either living in bad housing, or facing/ experiencing homelessness, including more than 5,000 dependent children. That’s 1 in every 175 people in Wales.
