Looking ahead to 2024, this bi-annual conference will provide a year in review on key policy decisions and identify key updates and upcoming challenges businesses need to be aware of, including:

  • International coordination on enforcement to combat circumvention and evasion
  • How to manage trade sanctions, export controls and proliferation finance risks
  • Sanctions enforcement priorities

This year industry has faced an ever-present challenge in keeping up with Russia Sanctions with little notice and stretched resources. With substantive changes at speed, scale and volume, the sanctions backdrop has been forevermore complex, making it critical for industry to revisit their sanctions risks based on regulators and enforcement agencies expectations. This has included challenges for financial institutions on upholding the integrity of Western sanctions whilst fighting against the more nimble and often effective counter measures whilst operating in multiple jurisdictions.

The UK Finance A Year in Review: Sanctions Conference will provide hands-on discussions with outlook on strategic sanctions priorities, focussing on international coordination, circumventions and evasion, enforcement and geo-political impacts to internal risk tolerance, operations and controls of financial institutions that need to rapidly respond to the ever-changing regulatory landscape.

Andy Humbles is a Managing Director based in Bournemouth in UK, and is JPMorgan’s Deputy Global Head of Sanctions Compliance as well as the Global Head of Sanctions Compliance for the Corporate and Investment Bank, with responsibility for co-ordinating day-to-day compliance with the U.S. and international sanctions programs. Andy has worked at JPMorgan since 2003. Prior to joining compliance in 2012, he worked in various project and operations management roles, principally supporting equity and fixed income products within the Markets business within JPMorgan’s Corporate and Investment Bank. Andy graduated with a degree in Law, and started his career in retail banking at Lloyds Bank, after which he joined Morgan Stanley’s Institutional Equity Division in 1997 working in a variety of operations roles both in London and Japan.

He regularly participates in industry dialogue around many of the key sanctions issues, with a particular focus on the challenges posed by the Ukraine / Russia related sanctions over the past 8 years. He was Chair of the UK Finance Sanctions Panel between 2014 and 2020 and is member of UK Finance’s Sanctions Committee. Through these roles, he regularly engages in industry discussions with the European Commission, OFAC, US State Department, European Banking Federation and various UK government departments in the context of key sanctions developments, and has presented at a number of external training seminars and workshops on similar themes.

Michael Cass-Antony is a Senior Advisor and Team Lead in the State Department’s Office of Economic Sanctions Policy and Implementation. Michael previously served as a Policy Advisor within the U.S. Department of Treasury’s national security policy office – the Office of Terrorist Financing and Financial Crimes (TFFC), where he worked as member of the Europe team covering Russia and Eastern Europe. Prior to his time in government, Michael worked in the private sector advising public and private sector clients on AML/CFT matters and developing strategies to aid clients in adapting to emerging technologies such as 5G and AI.
