UK Finance has responded to HMT's consualtion of enhancing the Special Resolution Regime and broadly agreed with it's suggestion that recapitalistion funding of a failed bank should be initiallly provided by the Financial Services Compensation Scheme (FSCS) and then recovered by an ex-post levy on all deposit takers.
